Author SSI in a Template called by a CGI file

I have a template for a script file I am running. The template is in html
format of course.

Will SSI in the template work normally?

When the template is used by the CGI script the url that shows it to the CGI
script, and not the html template file in the address bar of the browser.

Will the Unix host recognize that the HTML template file is being used and
insert the include, or will it just see that the CGI script is being
executed?
