PERL CGI Beginners - image in cgi-bin folder

hi all,
i wish to know if any possible to put all my image files inside the cgi-bin folder. At current i put the images into public_html and create a folder for images.
but i wish to have alternative way to locate my images.
any possibility to do that? i'd read from interent said i can write a .htaccess file inside the cgi-bin folder. But, i even cant upload my images inside the folder. i m using SSH to connect to my server, always doing copy paste method to create my cgi scripts (never uploading them)
so my question is, possible i upload cgi scripts and image files to cgi-bin?
