What are the requirements for setting up a form to execute a mailing

Besides having perl and writing a script, from a 500 foot view are there any
server side requirements that must be in place to have form contents send an
email?

For example after a person completes the form and hits submit and we want
the form results to be emailed to a mailbox that is not on the web hosting
company server, for example to a email address at yahoo. What needs to be
in place to make that happen? Do we need a pop server somewhere, or can
perl do it?
