Author Include a file and parse it

I'm trying to create a script that will include a html file, and do a
replace on a certain string within the html file. This way I don't have to
embed the html template in the cgi script, and can redesign it separately.

Can someone give me pointers on how best to do this? First the include,
then the parsing and replacing. Thanks.
