I'm looking for a program that will let me create a custom menu for
some interactive content played over the phone. Sounds odd, but it is
actually a potential solution for a disabled individual with anger
issues. Basically when he shows signs of anger, we'll call the number
and then have a nice friendly voice distract him with some simple
questions- press one for yes- 2 for no. Whant to sing a song? Press 1
for Barney, 2 for the chimpmunks, 3 for new kids on the block...

Any way thirty minutes later he will have forgotten why he was
and life goes on. He loves phones and music so the two would combine
nicely for this...

I hope some one has a good solution. Obviously the "free" is always
better, but really what ever it takes to do the job right/ reliability
with a reasonable price would be better...

There are many Open Source solutions for telephony / VOIP.

I do not have experience with any of them, but I think that you should
be able to do something like you are looking to do with http://www.asterisk.org/
