Are Open Source Software Tools Better than Commercial?

I have seen on http://www.methodsandtools.com/dynp...oll.php?OSQual2 the results of a poll on the quality of open source software development tools. I would rather agree with the majority that these tools offer at least a comparable quality experience compared to commercial products. What is your opinion?
