I have been given some small perl scripts that I would like to
use/modify/distribute. They do not contain any license information.
What are my rights?

You'll need to ask a lawyer for a definite answer, but if there is no
license included, then I believe they are "normally" copyrighted, meaning
that you may not have the rights to modify or distribute them (or at least
not distribute them in a modified fashion, or claim that they are yours).
Take a look at comp.programming, there was a recent thread named "Copyright
Issues?", started on the 17th. It contains some useful information. But,
again, for definite legal advice you need to consult a professional.
