Avipreview OpenSource Initiative?

| Hello, today I looking for the program Avipreview I found the owner
(Andrei Jefremov) is selling the program plus the domain.
I was wandering if it is possible to ask for a fund to pay this person
so he can make the software Open Source, personally I think it is a
good tool, I have used it to preview video download.
To the people that has not used it these are the features as described
by the author:
# Preview AVI, divX, MPG, MPEG and VideoCD files without interruption
of the download process
# Uses standard DirectX framework - no additional software needed
# Very simple interface
# Does not change the original video file in any way
# Tested extensively with P2P and FTP
What do you think?

| Just as a follow up, after emailing with the author, he is asking for
$8,000 for the program. Does anyone think it would be a feasible goal?

Why not set up a website and see who else is interested? Direct them
to register and also indicate how much they are willing to contribute
for the functionality.
If in a month-or-so you get enough donors, then it's a go. If not,
then maybe it's not feasible...
