JPEG variable quantization extension?

Does anybody actually use the JPEG variable quantization
extension as described in ITU-T Rec. T.84 a.k.a.
ISO/IEC 10918-3?

Is that concerning the five-year re-consideration of standards (I've a request on this
in my mailbox as ISO member).

Actually, I do not know - in my experience, I've never actually seen it deployed, but
that doesn't mean it's not used somewhere as I cannot observe all markets. One thing
for sure, it's at least not very popular.
