I have a few questions. One is it safe for westeners to go there?
I ask this because of even UK papers are mentioning that Britian is
becomming more like France in its many and growing no-go zones.

Also can one submit a paper for free without going there or does one
have to fork
over the money for the conference?

Also is it possible to have access to all submited papers evern those

are rejected as unworthly since there are likely many real gems in
the
rejected papers that the reviews failed to understand?
If only the elite get access to the successful papers is there an
easy way to get access to just the rejected papers. I am sure many
nonsnobs would love to see these. Maybe even the elite would like
a chance to laugh at these?

Lastly if I submit a paper do I still have the right to freely
circulated it to
however and whenever I feel like it?

Probably I missed your irony sign here. Sorry if so...

Anyhow, my recommendation: If you want to select a good conference,
don't go there. Yes, it is a real conference, no, it's not worth it.

Any real conference will give you a review without having to pay money for it.
Well, this one is "special" in the sense that, yes, you may register
after getting the review, but you cannot cancel the reservation then
anymore. Says probably enough.

Likely not, and not for any conference I'm aware of.

The only chance to get access to *all* papers is probably to be
part of the conference chair.

Again, depends on the conference. For example, for IEEE you always
have to sign a copyright form, leaving your rights to IEEE. However,
there is in the US AFAIK a "fair use" clause that allows you to use
it for educational purposes, for example.

Anyhow, don't waste your time there, just in case your post was meant
for real. Probably not.
