We are trying to understand the relation between the PCR values
included in the PCR packets and the timestamps in the PES headers. Can
we change every PCR value by a fixed "PCRdelta"? We are maintaining the
incoming and outgoing packet rate. A transform stream packet that comes
in at time Tin goes out exactly at Tout=Tin_Tdelta. Tdelta and PCRdelta
are unrelated.

Our understanding is that since the difference of the PCR values from
one packet to next will remain the same as well as the time gap between
the packets, there is no issue with the PCR lock.

But now the absolute value of the PCRs will be different. Does that
cause a problem related to the tims stamps in the PES headers withint
the TS packets, which we are not modifying.
