I am looking for motion video compression encoder and decoder hardware
that is small, low-power, and does not require a PC interface. I want
to transmit the encoded stream down a low-bandwidth pipe in real-time
to the decoder on the other end. It's for a robotics application.

I haven't had any luck finding something that works off the shelf. I'm
not looking for chipsets. I'm looking for ready-to-use hardware that I
can put to use right away.

Bandwidth performance isn't an issue yet. I would just like to get a
survey of what's available first.

Prefereable interface would be NTSC Composite Video.
