JPEG-LS source mirror

The University of British Columbia page for JPEG-LS by has disappeared a
while ago. That particular implemantation also contains the
Hewlett-Packard's source which served as the reference. Although there
are a few places on the web where it's possible to find the source and
the implementation. so I have tried to reconstruct the original page and
to provide a semi-permanent mirror. It's linked from:

I'm missing the version 2.1 and the bug list. If anyone has this, please
send it over.
