.ITS file format?

Hi,

I am interested in writing an app that utilizes MS Encarta's dictionary
file. I own Encarta but would like to write an app to help my kids
(and me, frankly) with our vocabularies, so this app would save terms,
provide quizzes, etc. However, I cannot seem to find any information
about the .ITS file format.

(Note that I do NOT think it is either a "Internet Document Set", an
"International Translation", or "Impulse Tracker Sample"--these are
different .ITS files.)

Does anyone have any ideas?
