Thanks Hannah, I tried --with-zlib=$HOME and it did not work as well. By
the way, I also corrected --with-zlib=$HOME/lib/libz.a
but it did not solve the issue

You are correct about systems where zlib is not installed by default... In
fact I find it strange zlib is not installed on this system because
OpenSSH is installed and I thought OpenSSH was using zlib
