Author Encoding a DV sequence

Hi folks,

I have a question concidering the encoding of an DV video to the mpeg
format on a DVD.
Now I've tried encoding with TMPGenc at the highest allowed rates (6
Mbps or something) and variabele, but the quality is far below my
expectations. I expect the quality to remain almost the same. But if I
compare the encoded with the original sequence in DV format I observe
some serieous quality loss. Especially in fast moving sequences. I've
also enabled the slowest motion precicision search (highest quality).
Also tried to encode using Acrobat Premiere but the quality is also
not so good.
It is not that the quality is 'that' bad but in fast moving pictures
the sharpness is not what I've expected.
Is this normal or do I need to encode using other software or
whatever?
