video rate control algorithms, buffering strategies

hi all,
i am new to video development. i have the following basic questions

what are different rate control algorithms possbile in video? is rate
controlling tuned at the block, macro block, slice or picture level?

what are different buffering strategies like VBV, HRD etc. do?

are there any documents or links, so that i can understand the above
concepts better.
