Author Does Visual Studio .NET 2003 Require Administrative Privleges?

We have installed Visual Studio .NET 2003 on a user's Windows XP Pro machine
running IIS. If we log into Windows under the administrator account, Visual
Studio works fine. However, if a regular user (restricted user) tries to use
the application, we run into various problems with it trying to create new
projects.

Does Visual Studio .NET 2003 require the user account to have administrative
privleges to function properly? Are there any work arounds (giving Full
Control to that user to certain directories/files or something else)?

Thanks.
