Author VS2003 ASP.Net Debug Problem

Hello,
I am developing a Web Site using VS2003 and ASP.Net. When I press F5 to
compile and run in Debug mode I get a message that I do not have permission
to run the app because it is in the Internet Zone. I am developing this on
my SBS2003 Server. I added the site to my Intranet Zone, but I still get the
same thing. How might I be able to correct this? Thank you.

Make sure remote debugging is set up on the machine and your domain account
is in the debuggers group. Those are the two most common reasons for failure
on remote debug.

NOTE: It is normal for devleopment and debug to be done locally and then
deployed to a central server for testing.

I can't find information on how to set up remote debugging. Also, I started
the project remotely on the Server I am working on. Now I do not know how to
make it local. I open it through the file system, but it is still linked to
the HTTP address. Is there some way to change that? Thank you.
