are openGL libraries ready to use when Visual Studio is installed on XP?
Or do I have to download "something from somewhere"?

openGL.org only lists up to Win 2k as having openGL libs preinstalled.
Can anyone verify if this is also the case for XP?

I was wondering if MS leaving the openGL consortium in 2003 had any effect
on the inclusion of openGL ibs in XP.

Thanks

They are normally installed by default with the OS or they are installed
when installing the drivers for your graphics adapter.

Anyway, OpenGL is perfectly usable in XP, if that is what you were
wondering.
