Using free VC++ command line tools under VS

Hi,
I have a VB .Net standard, 2003 installed. Since VB uses the common IDE -
Visual studio 7.1 and .net framework 1.1, which VC++ also uses, I would
like to use VC++ under the same environment. I downloaded the free VC++
tools available from the MS download site, but cannot find information
about configuring the same under VS. If there is a way to use these tools
under the common IDE, let me know.
