The MSDN listing for MapPoint 2006 refers to it as Standard Edition. There
is no apparent description of a Standard Edition on the MapPoint website.

What are the MapPoint editions?

MapPoint 2004 can be used to create maps for publication in print media and
on the Internet. Each of these maps must have the Microsoft Copyright
statement unaltered (in accordance with the license agreement).

The MapPoint 2006 Standard Edition from MSDN creates a copyright statement
almost as large as some of the maps and specifically limits the use to
"personal".

When/where can I obtain a copy of MapPoint 2006 with a license that permits
it to create maps for publication as with MapPoint 2004?
