Why does MS offer the Actionpack subscription to Canadians in US dollars,
but then doesn't let them actually pay in US dollars? The renewal message I
got from Microsoft very clearly spells it out as "$299 US".

$299US = $339 Cdn... Microsoft wants $399!!! WHY do I have to pay an extra
$60???

MSDN has nothing to do with Action Pack, and nobody responsible for Action
Pack is monitoring Microsoft's public newsgroups.

To access the Partner newsgroups on privatenews.microsoft.com, sign in with
your Passport at https://partner.microsoft.com/global/40010090 and follow
the instructions. Post your rant in
microsoft.private.directaccess.partnerfeedback. I doubt you will get
satisfaction but at least you will get an official response.

Personally, I learned about customs fees the hard way, a few years ago when
I sold something on eBay to a Canadian buyer. It is unfortunate, but "free
trade" does not mean "free of charges." It simply costs more for a U.S.
party to fulfill an order for a Canadian party.
