Author Can't access MSDN Certified Partner Downloads

We're in the process of re-registering our Certified Partner Status (all
requirements met, but as we're paying by cheque we have to wait for payment
to clear for re-registration to be completed) and as soon as this is sorted I
want to know if I'm going to have a problem.

As I understand it, all three Technical Contacts assigned to a Certified
Partner profile, should be able to see, or subscribe to, the Certified
Partner Downloads - and if this is the case we should be able to see, or
subscribe to, the Partner Downloads.

In the organisation for which I am the Executive Contact and First Technical
Contact, only my own Passport can access the Partner Downloads. The other two
Technical Contacts (one of which is the Primary Program Contact) were NOT
able to subscribe to them even when the correct Partner ID or Subscription ID
is provided - the 'add subscription' option says these numbers are invalid,
although I have confirmed those IDs are the same as the ones I used.

This is not the first time I've run into problems with this particular issue
- last year our Primary Contact left the organisation and after removing his
..NET Passport from our contact list, and transferring all the roles across to
my own Passport, it was still the case that his own (private) Passport was
the only one that had access to Partner Downloads.

I had to get someone at Microsoft to manually transfer the rights across to
my Passport, and remove the ex-employee's subscription, before I could access
Partner Downloads on a valid Passport.

My program representative at Microsoft has said he can't help with this if
it's a persistent problem, so can someone please help...
