Downloads not working and Online Concierge chat has excessive delays

| I am having trouble reaching download area.
I keep going in circles from subscriber page:
http://msdn.microsoft.com/subscript...path=/home.aspx
To manage subscriptions:
https://msdn.microsoft.com/subscrip...path=/home.aspx
Here is I click Subscriber Downloads, I again reach back to subscriber
page.
I tried to do an online chat to describe this. But the wait time for an
agent is about 120 minutes. I waited for about 20 minutes to see if that
improves but it didn't. In my opinion this is prohibitive for anything
productive. Is this normal?
So far I have tried IE (cleaned cookies, history, saved pages), Opera.
In Opera I can't even login. That's besides the point here.
Any suggestions how I can access subscriber downloads?

| Sorry, but MS is experiencing technical issues, again, and no one seems to be able to
access Downloads at this time.
