Windows Server 2003 DNS & Active Directory Installation?

| Hi Everyone,
Can anyone clarify my doubt clearly? Ok let me explain what should I need
exactly. I brought well configured Windows Server 2003 machine along with
necessary hardware and connected with VSAT internet directly. Now I have only
private static IP address. I hope it may enough to install DNS & Active
Directory. But I still have some doubt to install. So I thought to find
better solution and brought myself to internet forum to share my doubt to
everybody.
Is this basic requirement is enough? How I can install DNS & AD? I know the
Windows installation parts. Only doubt, how I can choose namespace? For
example I want to create my own DNS like this JOSETA.COM. Is it possible or
should I get permission from somewhere?
Please help me…
