Exchange 2003 CALS

We have a MSDN EMPOWER subscription. At present we are developing an Exchange
Sink Event for Calendaring. We're getting this error in the logs:

The product Microsoft Exchange server 2003 is out of licenses. Use
Licensing from the Administrative Tools folder for more information on which
users are out of compliance and how many licenses should be purchased.

How can I get some CALS for Exchange 2003 to test creating meetings within
Exchange to test my sink. Will this error stop the sink event from firing?
