Problem attempting to register license for MSDN

I have tried to register my license for an MSDN Universal Subscription as an
"Open" customer several times. I've entered my License Authorization Number
and License Agreement Number as requested and selected the proper country;
however, I get a "An error occurred on the server when processing the URL.
Please contact the system administrator." message. How does one go about
contacting the sys admin for MS about this error?
