File Transfer Manager won't start

| It seems that I no longer able to download files from the Subscriber
Download area. Clicking on a file to download doesn't launch the File
Transfer Manager. (I also launched the File Tranfer Manager manually in the
hopes that selecting a file might be able to communicate with an existing
instance of the FTM but no joy.)
I notice that a number of other people have complained about this with no
resolution to the problem.
Has anyone figured out what's causing this and, more importantly, how to fix
it. I'm suspecting it's related to the installation SP2 since that's about
the time it stopped working for me (or rather, the last time I successfully
downloaded anything was prior to installing SP2).

| Apparently it was a problem on MSDN as everything is now working.

| I'm not so sure it's MSDN's site.
As of the past couple of w s FTM never starts for me. I've removed it,
redownloaded it, but it never comes up. It used to work fine.
Note:
I tried under a different XP Pro Account: didn't work.
I tried Virtual PC Windows Server 2003 on my pc: DID WORK
I tried a friend's computer using my subscriber login: DID WORK
So, something post SP2 and a few hotfixes has caused me to loose
functionality??? It can't be the firewall. So it's got to be something in
software. For fun I lowered all security settings and nothing helps.
I read one post that said makes sure the BITS services is on. It is.
Any ideas?
