Unable to complete application validation ..... transfers not enabled

What does this message mean and what do I need to do to (re)enable
transfers?

It appears to only be a problem with operating system files and goes away if
I download on another system. I guess it's a matter of bad memories once
again ... can't expect much else now that we've tripped over the complexity
barrier and are in freefall.
