Those are only allowed in certain project types. Try starting an "ActiveX DLL"
project, and note the option becomes available.

It should be under Project; you might need to right-click the menu and use
customize/reset to rebuild the default settings

you can also try using ctrl-D or right-clicking on the project name in the
project explorer window and selecting Add
