Help with ms word template

| Hi,
I am doing some close caption related work and I need to create a
template in ms word with the following requirements:
1) a line cannot be longer than 32 characters
2) a line has to end with an enter (that's why a common tab would not
be effective)
3) there needs to be a line of space between every two lines
Having a template with such a format would make my life so much
easier!
Can anyone help?

| Word templates don't provide that sort of control. Do you actually need a
template, or are you looking for a way to create documents that meet this
specification?
