MS Access 2003 makes database "read only" after attempt to update using ASP

I just bought a new computer and upgraded all my software. I am using .NET 1.1 with VB.NET and Visual Studio 2003. I have a working project on my old computer using Access 2002. I moved it to my new computer using Access 2003. My solution works fine until I try to update my Access database. I get an error "you must use an updateable query". Then when I try to get into the database using Access itself, it says the database is marked "read only". If I look at the file properties, the "read only" box is NOT checked. If I reboot my computer I can now get into the file normally using Access. I don't know if this is a problem with Visual Studio or with Access.

I discovered this was a Windows security issue and found an article on how to solve it.
