You clipped the context of his statement and changed what it meant.

He said the *source code* had to be provided "under the GPL
license, for no more than a reasonable cost of distribution"
_to_ _anyone_ _that_ _the_ _executable_ _has_ _been_ _distributed_ _to_. That
is true.

You can charge all you like *for the executable*. The addition
of the source code can add no more cost than a reasonable charge
for its distribution.
