I don't understand teacup, yet. Our new 8.5.0 is bare, and to fill it
with it packages we should.. what?

C:\Tcl\bin>teacup install ActiveState::ActiveTcl

It tried that but it bombs. Then I tried just installing Itcl, and it
put it in %USERPROFILE%\Teapot\repostory, which is per user, not global.
i want it global right where packages used to be.

I rtfm'd but I seem to be missing something very basic that the detailed
docs either assume or miss.
