I assure you the site is not dead :)
in fact we have an extremely active forum.
however the self-teaching programming school is structured a little
unusually.
you can read about it here:

basically for each language there is a "ladder" of increasingly
difficult assignments/challenges that people are encouarged to try to
complete. you unlock the next assignment when you finish the previous
one.
we don't really have "teachers" per se - and each person's solutions
are kept from view of others until they both complete an assignment,
afterwhich we encourage people to comment on each others solutions.
so, basically don't expect to get instruction there (unless someone
else is willing to give you advice). it's basically a motivational
thing.
if someone here is interested in us adding a TCL section we are happy
to do it - i've done a little TCL myself (it's not my favorite
language), and because we don't really have teachers it's not much work
to set up besides writing the 10 challenges in stage 1 of the school.
stop by the forum and post a little hello in the programming school
section and make it known you want a TCL section - if there is at least
one person interested we will set it up :)

Sorry, but your top page that list post and dates had few post and old dates
-- hence my comment about it being dead. Might want to check out why the
top page gives the information it does.
