I don't know if this is correct for 8.4.14, it is for the 8.5 AS version:

There may be not all extensions included, because ActiveState has moved
some of the extensions to their package archive, aka TEAPot... and
provide a client for it to retrieve all the missing packages.

See your ActiveTcl manual for a description.
