You sound like you want single-file deployment solutions.
There are several technologies supporting that.
Others are better at explaining them than I am, but until they
reply, Google for Tclkit, Starkit, freewrap, Tcl Developers Kit, etc.

What I had in mind was getting you to configure/build your app
so that it knew where you were putting the init.tcl file. That is,
if you're going to put the init.tcl and other support files somewhere
other than the usual place, you could configure/build Tcl with that
knowledge.
Any of the established single-file deployment techniques is superior
to that, though.
