When ActiveState made its distributions available for Mac OS X, there
was a great deal of concern among Macintosh Python developers about the
licensing terms that forbade any redistribution of any components
without written approval from ActiveState:

Python developers, like Tcl/Tk developers, typically use wrapping tools
to package all dependencies, scripts, and modules into a single
standalone executable. The feeling among Python developers was that
preventing even the redistribution of specific components of
ActiveState's distribution inside a wrapped application without written
approval presented an undue burden that would discourage them from using
the distribution.
In response to these concerns, ActiveState revised its ActivePython
license to specificially allow the redistribution of components inside a
wrapped application package:

Looking this morning at the ActiveTcl license, I saw no similar
exception, and wondered if it would be possible to have one added to the
license. Specifically, I suggest adding language like this:
In addition to the above allowed uses, this license does allow for the
redistribution of parts of the Package together with other software code
in a wrapped format, including but not limited to a format wrapped with
executable generators such as "starkit," "starpack," "freewrap," or
within a Mac OS X application bundle. However, if you wish to
redistribute the complete Package either as a standalone distribution or
in a wrapped format, you must obtain written permission from
ActiveState. ActiveState may charge a fee for such license. To obtain
permission for redistribution or clarification regarding your particular
intended use of the Package, please contact us at: sales at ActiveState.com.
I believe adding an exception clause similar to this would address the
concerns of developers, particularly open-source developers such as
myself, while preserving ActiveState's right to control the branding,
overall redistribution, and particularly commercial redistribution of
the ActiveTcl materials.
