Sorry, I mean Activetcl8.5.0.0b3 ...
or does it work with the BLT-version for Activetcl8.4.x ...

If you're asking for a pre-compiled Windows binary BLT 2.4
installation for Tcl 8.5.0b3, then the answer is "no." The 8.4
version might work, but there are good reasons why it might not. And
George Howlett (the author) has stated that he doesn't try to keep up
with alpha and beta Tcl releases.
For Unix (and windows) you can grab the source and build it yourself.
