Can anyone recommend a cheap monochrome laser printer that does a good
job of talking PostScript natively? Level 3 would be great, if possible.
"cheap" and "native PostScript" seem to be rare bedfellows, alas.

No, such a thing does not exist, except used models being discarded
by someone who is upgrading [to color, or faster, or duplex, or ...]

Level 3 would be great, if possible.

The sellers in the marketplace choose to ignore your desires, because
they can make more money selling to [tens of] thousands of others who
are not as discriminating as you are.

LaserJet 4M, 4M+, 5M, 5M+. Very cheap, Adobe PS level II.
LaserJet 4000/4050. Sometimes cheap, PS level II emulation.

Used, of course, but not too difficult to find.

There is little point in having PostScript in a printer now that
Distiller makes creating PostScript that runs on ordinary printers
exceptionally cheap and simple.

See http://www.tinaja.com/glib/distlang.pdf

The only exception might be book-on-demand publishing where all your
fonts and text could be disk resident inside the higher level PostScript
printer.

Distiller does not run on all platforms.

Does Distiller run on any thing other than Intel and Microsoft?
I don't know the answer to that, but it does not run on my mid-range.

I use PS for A/P and Payroll checks, invoices, and for converting
archive data to PDF.

Interesting site.

Ghostscript can sometimes be used as a distiller replacement; it runs on
just about anything this side of a KIM-1.

There are also web based distilling services.
