Author Ghostscript and PDF encryption

PDF encryption in GhostScript 8.14 (OS/2 version) has had bugs.

Now I have downloaded GPL GS 8.15, but it seems to be that the
encryption is always broken.

I need encryption revision 2 with 40 bit, because it is PDF level 1.2
compatible.

GS accepts the input, and a PDF file will be successfully created.

If I disallow all actions (copy, print etc). this will be displayed
right in AcroReader under
Document Info->Security,
but it has no effect. I'm able to print it and copy text anyway.

Any hints? (using encyryption rev. 3 and PDF level > 1.2 is not an
option).

I have implemented support for the encrytion features in ePDF (a free
pdf distiller application, which uses GS as front-end, see http://
www.subsys.de/ePDF/), and would be nice to make a new version
available.
Anybody out there who could fix this problem?

Thanks in advance.

kind regards
