I doubt this. Computers at the time could do about 100,000 instructions
per second and had about 32k of memory. This is about 100,000,000,000
weaker than the human brain. They just did not have the capacity to do the
job.

The failure of AI is just a temporary phenomenon. In 20-30 years computers
will have similar raw capability to the brain. Between now and then things
are going to be really interesting.
