No? then why dont you show those users how to create one?

Your are hiding behind IBM PL/I for Windows having a Upper case function
when other PL/I compilers dont have it.

In fact your continued blathering with no code has always been a sure sign
you are lying again, you will actually show code when there is a PL/I
solution for one of my CANTs, and other maroons know this for a fact.
