The book is written by David R. Lemmon and Joseph L. Schafer, is
published by Springer, and costs $60 (softcover, 328 pages),
The first chapter and the code examples are at
http://methcenter.psu.edu/fortranbook/ . I think the book may be
worthwhile to Fortran programmers on Windows, even if they are not
writing statistical software. I have ordered the book but not yet
received it.
