Just a quick question, does it matter if LAPACK 2.0 is used with ARPACK
or LAPACK 3.0?

Hello, I think you can find the answer directly in the Arpack User's
Guide. I paste below a piece of text taken from it:

"NOTE: The LAPACK library on your system MUST be the public release.
The current release is version 2.0. If you are not certain if the
public release has been installed, we strongly recommend that you
compile and link to the subset of LAPACK included with ARPACK."
