does anyone know if I can get a program (which is being ported from a unix
enironment) to use uniras (or some clone) on a linux machine?

I don't think I've ever heard of uniras, but a quick google search
(after concluding that www.uniras.gov.uk probably wasn't related)
finds the page

I didn't spend much time on it, but a glance shows mention of a Linux
version. I particularly didn't study the licensing details.

Yes, you can. A couple of years ago AVS released a Linux version of
their
library. We have used it - there is no difference to the UNIX version,
well except perhaps some system libraries but they have little to do
with UNIRAS.
