I never used the GUI for FPS1, but the command line tools
work fine under WIn98.

The FPS1 uses very old versions of the PharLap 386-DOS
extender, and those DOS extenders (one for the tools
and one for the generated EXEs) will NOT run under NT/2000/XP,
and can be cranky under 95/98/ME. Later versions of the
386DOS or TNT-DOS extenders will "fix" that problem, but
MS did not offer any such updates, if you are "lucky"
you may find one on eBay.

I would *strongly* recommend you update your compiler,
free: OpenWatcom, G95 or GFortran, &c
or DVF/CVF/(recent)IVF (good FPS compatibility)
or Salford/Lahey &c&c
