Author pdf 'photo-ed-text' OCRed to ascii ?

I don't have OCR software.
I know it's possible to scan-in paper text and then use OCR
software on the image to get a usefull ascii representation.

I'm assuming that a pdf "image" [ie. a picture] could also
be 'character recognised' to yield usable text ?

The famous Coms. of ACM Aug 1978...Backus Turing award lecture..
entitled:
"Can programming be liberated from the von meuman style ?
A Functional style and its algebra of programs.",
of which I've now lost the URL, needs to be put to ETH-Oberon,
where I can change the colours & fonts of the text while I analyse it.

How would I best do this ?
