I would be more inclined to say that any application, implemented in any
language, becomes legacy code once it begins running in production. At
that point it is clearly a business asset, having some demonstrable
value to the company, and will be passed down to the next generation of
application programmers to maintain until it is retired. The proper
meaning of "legacy" is simply that which is passed on to those who
follow. Those who use the word in a derogatory sense simply don't
understand its true meaning.
